Cheap Tickets Don't Buy Seats: Vietnam's 27,000-Seat Problem at the ASEAN Cup 2026

I was sitting in a Shenzhen beer bar, opened the FIFA ASEAN Cup 2026 ticket price list, and nearly knocked over my glass. One ticket at 100,000 rupiah — roughly VND150,000 — covers two international matches on the same night. Anyone who has paid half a million dong for a mid-table V.League fixture knows the feeling. But after the price shock, I looked at the capacity column and everything changed colour. Vietnam plays at Si Jalak Harupat, Bandung, capacity 27,000. The host nation's main stadium for this tournament is Gelora Bung Karno, capacity 77,193.

Nearly three times the difference. The barrier for Vietnamese fans is not money. It is seats.

A tournament that has changed owner

The FIFA ASEAN Cup 2026 is organised by FIFA, not the AFF. This is the detail most readers skim past. For three decades, Southeast Asian fans have been used to a regional championship run by the regional federation. Now the organiser is FIFA, and everything that comes with it — regulations, discipline, commercial rights, revenue distribution — changes with the owner.

The format is split into two tiers. Tier one has eight teams, played in Indonesia, divided into two groups. Group A comprises Indonesia, Malaysia, Singapore and Bangladesh, based at Gelora Bung Karno. Group B comprises Vietnam, Thailand, the Philippines and Pakistan, based in Bandung. Tier two has six teams, played in Hong Kong. Group winners meet in the final on 5 October; the runners-up play a third-place match the same day.

Vietnam's schedule: the Philippines on 26 September, Thailand on 29 September, Pakistan on 2 October. Three matches in seven days. If they reach the final, a fourth match falls on 5 October. Four matches in ten days, as Indonesia shifts into its rainy season.

The entire tournament sits inside a consolidated FIFA Days window running from 21 September to 6 October. Previously the September and October international windows were split into two blocks with a gap in between to correct mistakes. From 2026, that gap disappears.

Ticket pricing is a demand map

FIFA's pricing shows how it reads the market. Indonesia's three home matches carry four price tiers each. Against Singapore on 25 September and Bangladesh on 1 October: 100,000, 200,000, 300,000 and 500,000 rupiah. Against Malaysia on 28 September, higher at every tier: 150,000, 300,000, 400,000 and 600,000 rupiah. This is pricing by historical rivalry premium, and it is reasonable to the point of being hard to argue with.

And the neutral fixtures in Bandung? One flat price, 100,000 rupiah. Only on the final matchday, 2 October, does it rise to 200,000 rupiah, applied uniformly to both matches.

The organisers are not pricing Vietnam's fixtures to maximise revenue. They are pricing them to fill seats and build the brand in year one. If they wanted to maximise yield, they would have used tiers as in Jakarta. They did not, which means they judge neutral-market demand to be shallow.

For Vietnamese fans this is good news and also a trap. One ticket covering two matches means a supporter attending both 26 September and 29 September spends roughly VND300,000 to watch four international matches. The cost barrier almost vanishes. But the stadium holds only 27,000, the flat price has no tiers, and no away allocation has been published.

The beer is not yet drunk, the bet is not yet placed, but I can already see the black market outside Bandung before the first ball is kicked. When supply is short, a flat price turns tickets into speculative goods. With no tier to ration demand, the secondary market does the rationing itself.

The 2 October venue: a detail nobody has checked

One item in the information sheet made me stop. The announcement states Group B is based at Si Jalak Harupat, Bandung. But the fixture list places Vietnam against Pakistan on 2 October at Gelora Bung Karno, Jakarta. The two venues are about 150 km apart.

If Vietnam genuinely relocates mid-tournament, that means a change of pitch, climate and daily rhythm inside a run of three matches in seven days. Bandung sits at roughly 700 to 800 metres, cooler and wetter than Jakarta. The thermal shock is small but real, especially with fatigue already accumulated after two matches.

If the venue information is wrong, it is an editing error and needs verification before anyone books a flight.

I will not claim which is correct. I only know the two data points cannot both be right as written.

The biggest variable is not the ticket price

The crowd is talking about ticket prices. I think what decides Vietnam's fate at this tournament is rotation capacity.

Three matches in seven days, plus a potential fourth three days later. Recovery windows of two to three days per match. For a national team coming straight out of a domestic season, soft-tissue injury probability rises sharply. No tactical adjustment fully neutralises that factor.

More worrying: the strongest opponent in the group, Thailand, falls in the middle of the run. Vietnam face the Philippines on 26 September, Thailand on 29 September with only two days' rest, then Pakistan on 2 October. The coaching staff need a genuinely usable pool of 18 to 20 players, not a settled first eleven.

A four-team group with three matches each turns every fixture into a mini-final. One slip is effectively elimination. On the final matchday, both Group B fixtures kick off simultaneously, meaning Vietnam's fate is decided inside a single 90-minute window. Good for the integrity of the competition, but it concentrates all public-opinion volatility into one evening.

The two-tier picture and the money nobody mentions

The prize structure deserves attention. The tier-one champion receives USD 1,000,000, roughly VND26 billion. The tier-two champion receives USD 300,000. Every participating team, regardless of results, receives a minimum of USD 125,000, roughly VND3.25 billion.

For a large federation such as Vietnam or Thailand, USD 125,000 is a cost offset, not a profit source. A three-week camp from 21 September to 6 October, covering travel, accommodation, staffing and warm-up matches, will consume much of it. For a far smaller federation, that sum changes everything.

It is a redistribution mechanism, and it sits in FIFA's hands.

The two-tier structure also blurs the selection criteria. Tier one includes Pakistan and Bangladesh, both South Asian. Tier two includes Hong Kong, the host of that very tier. Ranked purely on merit, the order is hard to explain. Ranked by market and hosting obligations, it fits far better.

The draw is lopsided too. Vietnam and Thailand, the two sides most widely rated as the region's strongest, are in the same group. Host Indonesia's group contains no opponent of comparable standing. Indonesia's path to the final is plainly easier on paper.

Where I could be wrong

Three points I am unsure about.

First, my assumption about Vietnamese fan demand could be wrong. If the cost of travelling to Indonesia is higher than I think, 27,000 seats could be surplus rather than scarce. Cheap tickets do not solve visas, flights and hotels.

Second, the 2 October venue issue could simply be a drafting error. If so, my entire mid-tournament relocation concern collapses.

Third, I am talking about rotation without a squad list. No player names, no line-up, so every judgement about depth is inference from the fixture structure. I admit that rather than pretending to have data.

The beer bar taught me to read matches; the team sheet only distracts me. This time, the team sheet is what I am missing.

What to watch

The tickets have prices. The stadiums have names. The fixtures have dates. What is missing is the squad list, the away-ticket allocation mechanism, and official confirmation of the 2 October venue.

Vietnamese fans buy through kitagaruda.id, a platform controlled by the host federation, or in person at the stadium with a passport. No away quota has been published. That places control over the Vietnamese supporter presence in the hands of the host organisers.

An empty stadium, and I have never run out of audience. The problem in Bandung is that the stadium is not empty. It simply does not have enough seats for everyone who wants in.
